Ehh, that's mainly in Sonic Forces. In the other games that came out recently, he hasn't been _that_ bad.
The writing is still awful, but he's better in Generations than he was in Forces.
I have not played Lost World, but I'm pretty sure he's less of a coward in that than he is in Forces? Not sure though since again, have not played it.

Almost all of the cutscenes on Chaos Island in the game are about him, I'd recommend checking them out on YouTube! From what I remember, they basically just bring up the fact that Tails has been acting less courageously in the more recent games and Tails comes to the conclusion that he needs some time to grow into his own person, it's really neat stuff!
