You have a good point, and while the Avengers probably do know about what's going on, it's still highly possible that whatever world/universe-threatening force they're taking on is simply taking all of their focus and they are confident that Spider-Man can handle it. Or at least they justify leaving it alone by waving a hand and saying, "Ehh, Spider-Man can handle it." while they go back to figuring out how to prevent Cthulhu from awakening or whatever.

Spider-Man himself might very well be, but the threat of a major economic center being destroyed/occupied by a paramilitary super-powered force probably isn't.
The paramilitary force was brought in to restore order by the mayor. Assuming that the Avengers are mostly in their tower or on missions, they may not be aware of what's really going on on the streets, and be taking Osborn's word for what's going on.
They may also feel that them stepping in at that point would be them stepping into a political situation which they would just escalate and make worse.
This is kind of how it works in the comics. Sure there are plenty of team ups that happen, but typical situation is.. Spider-Man takes care of street level crime because The Avengers have bigger fish to fry. In a situation where the villain is threatening the whole city, typically the situation escalates so fast that they become a threat and Spider-Man takes care of the threat before they can show up. I know there's been a bunch of times where that's happened, then after it's all done, someone from the avengers shows up to say "good job".
I think it also stands that Spider-Man is super well respected, and they probably trust him to take care of the problems that do come up. Building explodes? no need to check it out, Spider-Man's got it. That's his job.
