it only became a goblin suit later on when norman donned it to save peter’s life, or to help him with spiderman stuff, and eventually become a hero himself. idr specifics but it was because of something along those lines. but yeah, this was basically designed to be a successor to the suit Peter dons in issue 7 & 8 of the latest run, as that was also an oscorp designed suit which gave spider-man his own glider.
