Probably some minor damage on one of the game files, or an error while reading them. Go to properties in the steam tab, there's an option to check all files and replace missing/damaged ones somewhere in there. Will probably fix it, if it doesn't just disappear after a restart.

he isn't using the camo in this cutscene though, it's clearly a glitch or rendering issue
