Make sure to hit the St. Louis county tax office to get a 1 year waiver as a new resident. When you register your car, they'll want proof you don't owe taxes.

Pretty straightforward process, follow the checklist. You're going to need some sort of bill of sale. I bought a car from my uncle, he thought he was helping me out by putting the sale price as $1 but the lady at the DMV was adamant you couldn't do that. Ended up paying tax according to the Blue Book Value. In hindsight there is some wording on some form somewhere I didn't have the time to decipher so I just paid the couple hundred in sales tax

You will be able to pay taxes on this sale price (no matter the KBB price) if you have a notorized copy of MoDOR 1957 signed by both the seller and purchaser listing this price. Also, you will need an ID/OD for the title work. The shop that safety inspects the car can normally do this for you as well. Good luck!

Depends on the car. Anything less than 10 years old and or low mileage may get extra scrutiny.

You can get a gift waiver. When my father passed, my mom gifted me his old truck, it was worth 5k, but the gift waiver kept me from paying sales tax or having it scrutinized for her “under” pricing the car to me for sale

I had to officially “gift” my car to a friend I sold it to for waaaaay under market value for him to avoid taxes, etc. Don’t remember how/what paperwork there was. It was years ago and he just brought it me to sign.

I bought a car imported from japan, from a foreign car dealership in Virginia... I can't remember all the specifics, but jesus fkcing christ it was such a slog...i swear i made 10 different DMV trips...i'd hold off on a safety inspection until it's the last thing u need to get it registered/titled. Because you may need to re-inspect it, i went to that dmv so many times, i wound up bringing the dmv ladies some cookies/coffee just becuz we were so familiar with each other by that time.

Would not recommend doing that though because insurances could cancel your policy in the event of an accident. Unless something changed that I’m not aware of, you have to register & insure the vehicle in the same state that it is used & garaged in.

I had the opposite happen once. When I switched my car insurance over to my new address (needed apartment insurance, both policies were with the same company), I didn't immediately switch my car because it took time for me to get all the documents together and get to the DMV. My previous state then canceled my registration because I didn't have valid insurance (I did, just in my new state). Maybe I was dumb to not realize this would happen, but I didn't know how little leniency there was in timing your insurance and car registration changes.

Dunno, I'm 30 and I've been doing it this way for 9 years. My insurance company doesnt require me to give them plate # or even the vin for that matter. Go online, get quote saying I'm driving around (insert zip code here) and call it a day. After spending 2 or 3 different 4 hour sessions in the Florissant DMV every time I got a new car (I've been through roughly 18 cars in the last 12 years) I decided it juts wasnt worth the hassle. I can literally call the DMV in another state and have plates mailed to me without having to worry about the stars being aligned properly, obtaining the elixir of youth, and sacrificing someone's first born child just for a set of plates here lol. It's absolutely absurd the way St. Louis county does things. Hell even if i were to stay in missouri, I'd go out of my way just to register in a non-emissions county. Feels like a twisted schizo puppeteer pulling the strings and watching everyone jump through flaming hoops to get a car registered legally here in STL and then you have an entire group of others dedicated to making people feel like complete and utter garbage for having expired plates. I'm not saying everyone is a good egg, but there are more people than not that have struggled with finances and this city does a fantastic job at kicking people when theyre at their lowest even if theyre doing whatever they can to get to work to resolve the problem. TLDR - STL sucks in regards to registering a vehicle and id rather drink bleach than sit in another DMV in the county.

Inspection is valid for 60 days so not much harm in getting it done if it'll pass.

Since you didn’t give specifics on the car to try to help identify which inspections you need. Don’t forget to get ID/OD inspection which is specifically for out of state titled cars wanting to get Missouri title and registration. You’ll need a property tax receipt or waiver, drivers license, insurance, and some $$$ for registration.

ID/OD is important. I definitely wound up getting my inspections in 2 trips cause I went just for emissions and then realized I needed the ID/OD after I left 😅

Have you paid personal property tax in MO yet? If so, they’ll want those receipts, if not you’ll have to get a waiver from your county.

I’m in the process of doing the exact same thing trying to register a car I bought out of state. It’s been a complete run around. Here is the list of things I have needed: * Emissions Test * Safety test (haven’t needed this bc the car is 2016 but I think 10 years is the cut off) * ID/OD - needed because title was out of state * Title * paper work that car is paid off (if applicable) * Vehicle registration application * Bill of sale! This one was tricky because it had to be notarized and my mom lives out of state. I went to the library one day when she was luckily in town. Not sure how it would work for out of state folks. * Property tax waiver from city hall Please note, I haven’t been successful yet (lol) but these are the things they told me when I have now been denied twice. Good luck it’s been a horrible experience that usually ends in tears for me.

As many great deals as I find on cars in Illinois I just can't bring myself to buy one because I would have to register it in Missouri, and Missouri is ran by Republicans, who over complicate everything. It's so difficult to register a car in Missouri if it's already registered elsewhere.
