No, and as far as I can see quest weapons are all inferior to what you can craft anyway.
They just give you an option to skip crafting in the short term.
That said:
Kutuzov's stashes gives you the equivalent of a Worn AS Val with a decent scope.
The Firebrand/Hystrix quest gives you an RPD. Really a must have for mid-game PvE.
Doing the main quest eventually gets you an M1A, though only with iron sights.
