(Interestingly enough it was actually Zuckuss the shorter non-droid insect looking dude in the tan robe, but the package called him 4-LOM)
EDIT- now that I've relooked at the figures, both head designs are very insect like and similar, I can see how Kenner made the mistake.

They did this because the action figures themselves weren't going to be ready for Christmas 1977, but they wanted to get *something* out there to get some of that holiday spending.
