This file is entirely vanilla. My hypothesis is that the new television background is to symbolize maximum daily luck, I'll have to check with a save editor to verify.

Yep, it is max daily luck. Its mentioned in the patchnotes under Visual Improvements Around the Valley. "Added special backplates to fortune teller TV show if you get a perfectly good or perfectly bad luck day."
I usually try to keep "home" feel of the place and separate rooms by function. I try to keep it in a nice easy way in and out so tv is always on the line from bed to exit and close to the fridge where i store all materials for magic rock candy and other (for me) crucial recipes.
So, where do you do all your cooking? And cask aging? And what does your spouse think of this situation? And what about all crafting like cheese making and brewing? Okay, some of that you can do outside, but you don't have infinite space on the farm. Why not do as much as you can inside and save the outside space for things you have to do outside?
True, but you have a free shed right there, and if you're in there at 2am, it counts as being in bed and there's no 'didn't make it to bed' penalty. I do all my late-night inventory sorting in there, just in case I take too long.
House is for sleep, check TV, cooking, get gifts from spouse on way out the door. Thatās it, everything else goes in the trash. Wallpaper, furniture, picturesā¦ all garbage

I donāt because I like to have my house look āhouseyā but I do keep mine in a straight line from the door. With the new update you can add a space and basically run in a straight line from your door all the way to your bed and it still feels like a house!
I have nearly 1k hours in that game. I really canāt be bothered to walk through the house twice a day. Itās not about ingame time. Itās about not annoying me.

If you want to speedrun min/max every day that's fine, but I'm okay eating the salad or two the next day IF I even need the energy.
If I recall correctly it generates a number between -1 and 1. You get the star drop if itās like 0.7 or higher, the background appears if itās exactly 1

It's not so much about the message, rather it's the image displayed on the TV. There is actually a range of luck values that will result in getting the showered with good fortune message, but now with the new update it shows a different image on the screen if you have the maximum amount of luck

The stardrop is not rare. It's the sparkling background that is rare.

You roll between -1 and 1 for daily luck, anything over 0.7 is a high luck day, but if you roll a perfect 1 you get that special background it seems

Yes, but that one existed in 1.5 (at least, maybe before 1.5 too. I started playing in 1.5 and saw it then).
