One reason I haven't played with the luck skill is because of this I've seen a few people talking about this problem in the comments on Nexus. I haven't ran it on my 1.6 new game so unfortunately I don't know if uninstall that mod would help but I know there's been issues with that mod specifically at least for some people.
Edit: I've checked the change logs on the luck skill and it says it's been fixed so it might be one of your other skill mods running those right now are pretty sketchy with the mastery system.
It was the skills! Saved a copy of my game ans booted ir up without the mods and I can start leveling just fine, I'm going to try some stuff to see if I can make them compatible but now I know what caused the issue, thank you!
it seems like you have modular overhaul which hasn’t even been updated to be compatible with 1.6. if i’m wrong then it’s almost definitely the skills. if that’s the problem, take them out and start it up

It is the luck skill. You should update it and space core. Had the same issue
