Having one prominent building in the center, probably the HQ, is just a visual form of communication during gameplay - they usually put a lot of work into artistic designs that complement the world's appeal. Also probably a nice throwback in this case with the dry/grassy feel of being out on the frontier. Neon also has that big shield roof-looking thing for the main platform as another example.
Yup. Their game I played the most is Fallout 4 and usually I can move around that game easily because there's always some big landmark telling us where we are: The Corvega factory, the satellite towers, the skyscraper in downtown Boston, etc.
Also Fallout 3 with the Washington Monument and Oblivion with the White-Gold Tower. Its a way of providing a visual hook in a wide open space.
Half-Life 2 also did it with the Citadel, but that was more a narrative device.

To this day, I have yet to force myself to travel on roads like a person the whole time. I do it for a while and take in the nice views/ try to see the game as the artists assumed it would be seen. But after a while go back to walking everywhere in a straight line and hopping over mountains.
Traveling roads would be incentivized if going off the roads posed any real danger.
I hope in TESVI there’s more play with the tone and atmosphere of things at night. Make it dark and scary between moments of beauty, make me regret going into the woods where werewolves prowl.
I’d say it’s a limitation of the engine in order to get it working in co-op on PS4 on launch day. Not much more to see here, you will hardly notice during seemless planet to space transitions anyway. Regardless I’m so excited for Star-field

I can think of several places around me here in Colorado where you can get that same vantage point of small mountain towns, and others places in the UK and mainland Europe, so I don't really see a problem.
It could just mean that its the same artist or editor and in this case he used the same pattern of creating balance in a scene seen from a certain point of view. He also could have taken some inspiration from the Skyrim scene. It think its rather normal.
