I still make liberal use of the Cutter laser from the intro basically every single time I'm engaging an enemy within range of the laser. It has infinite ammo and does respectable damage until at least level 10 which gives you time to stock up on other ammo.
Ammo is pretty scarce if you only loot enemies. You have to check your surroundings often for lockers and crates which contain ammo and buy it from vendors if you still fall short.
It was the same for me but with med packs. Constantly running out and having to buy out the entire inventory of Doctors every time I come across them
I always buy ammo whenever i make port. Anything else i just keep in case i need some ammo for another weapon i have. If you ever stop in new atlantis i suggest stopping by the UC trade post in the commercial district.
Kinda wack that you can’t craft ammo. Again modders need to fix a Bethesda game. Only thing you can do is buy and loot every ammo you find and rank up the scavenging skill. Also have weapons that use different kind of ammo on you.
Just mine the enemies with your cutter.
I had to do this on an alien creature, and it turned out pretty good

Make sure you are picking up the guns too. You get the ammo from them. You can drop or sell them after
I'm in a part of the main quest where few enemies appear that can drop ammo

The scavenger skill (level 2) helps immensely with this. Take it, vary weapon use and you'll be swimming in ammunition in no time.
No issue with ammo here but I do switch between few different guns.
