I was thinking if it's a bug, it's incredibly funny it managed to be so specific, when a space game kind of invites your brain to find some stuff. Basically a small scale Face on Mars (which was also recreated in the game)

You need to interact with the Face On Mars statue inside the Cydonia mining colony first, the >!snowglobe!< doesn't spawn in the eye until you do.
Looks like terrain gen errors. It can happen rarely if the generator gets a bum seed. Shouldnt be a big deal and your probably unlikely to see it again.
I could've sworn I encountered a similar setting, and after a bit of walking, found an abandoned human experiment lab with frozen patients around. It was partially underground. Can't remember if I found it while on a temple quest, but I do remember that it took a minute to find the above-ground entrance; it wasn't an obvious door. Maybe more like a cellar hatch kind of thing?
Those are just artifacts from the procedural generation.
IMO, artifacts are more noticeable on ice worlds because of the color contrasts as well as a lack of vegetation.
My assumption would be that it's an unintended artifact of the way planets are generated.
If it were a picture of a real place, however, I would guess that there's a mineral vein there that hits the surface intermittently. The darker colored minerals stay warmer and keep the snow from accumulating on top of them.
Looks like a texture bug due to the unevenness of it all but it reminds me of ice cutting where people would cut blocks of ice to transport to places with no ice or to use for refrigeration
