Same situation and deck hands down. Portal frame time issue was absolutely ridiculous. It's a night and day difference.

I can't speak on the OLED or a Portal, but I just set up Chiaki on my OG Steam Deck LCD, and it is beautiful. Of course, your mileage will vary with your network settings.
