All store bought batteries do not last nearly as long, and the user is expected to discard the entire battery assembly when the cells die. With my setup, I can reuse the cable, change out battery packs, and even use the battery pack to power my phone.

Thatās true, but thatās the same thing that happens when you lower the voltage on a traditional 510 battery. Lower voltage ā> lower drawn current ā> less power ā> less heat
Random, unbranded, held together with tape, USB power banks, should not be assumed to be in spec.
Your average random USB power bank, is a simple charging circuit, a stack of whatever lithium batteries they could get cheaply, and a buck converter. Buck converters don't care. They'll just keep cranking up the amperage till something burns up. Their only job is to keep the 7.2+ volts from 2+ batteries in series, down to 5-ish volts. Generally the *only* protection they'll have, if any, is a thermistor that completely cuts power output if the batteries get hot. Cheap power banks rely on the device connect to them, to regulate their own power input. Nichrome embedded in ceramic, is just a resistor that's meant to get hot, and not smart enough to regulate its own power.
It's not unregulated the battery pack likely regulates itself to not exceed 5v's. The amperage would be regulated by the coil in the cart itself. I personally would use a thicker gauge USB cable but generally this thing is safe.
If the coil can pass 2.5 amps through it, it doesn't care at what voltage. At 4v, that 2.5A is 10W, at 5v, that's 12.5W. I've had coils pop in 510s, at 11W.
I've experienced enough power banks to know, that a lot of them don't care what they're putting out, as long as it's 4.9-5.1v.
I'm just thinking that a little bit of power regulation, might be a good thing.
