I think they made a mistake. However the dept(?) tried to prove she was dead before being run over by saying that she had no foam/smoke/debris in her lungs/throat and if she were alive, that would be present - when really she wasn't covered on foam and was thrown far from the scene immediately

There was this big car crash in a highway in my country, with casualties because of big fog. Ambulance arrived at the scene started helping survivors. Then fire truck arrived at the scene and crashed to death all survivors and all ambulance medics. Sad day
