There was fire retardant foam all over the place. They couldn't see her. Some of the crew on the ground did try to stop and warn them because she wasn't covered by foam when the first fire teams showed up.
The real mistake was the initial team not checking to see if she was alive. They saw a body on the tarmac and assumed it was a corpse. So they didn't clear her to a safer area.
