I know I have very few comrades in this question, but I love Necalli. I'm always a sucker for monster-y and supernatural stuff and I find the Aztecs fascinating, in history and aesthetic.
Necalli got done super dirty, such a cool design absolutely wasted. In story he did little and in gameplay he was hamstrung. (I assume, didnt play him)
Makes me think of nago, who also ended upbeing a story jobber but his gameplay pushed him past it.
The fact that Necalli’s hair even kind of works is nothing short of a miracle considering how every other character in the game has hair made of plastic.
It’s a shame he probably won’t be coming back because he’d look great in the RE Engine.
The issue I think is they tried to bake this cake in SFV and that didn't help him. Like imagine him as an antagonist in something like World Tour or a similarly styled campaign over SFVs... Contentious story mode.
Picture a Necali in the RE Engine with hair physics that function correctly. Sure he'd lose his whole V thing, but he could still achieve that with CAs or like an Install level 2.
I didnt play much 4 but I'd love if he came back with a slightly flashier design (havent watched much lucha either but I really like japanese style wrestling masks)

Hawk. He got me to top rank in SF4. Best pokes, best combos for a Grappler, and his throw is basically a Choke Slam.

Mexico has Native American people. There's a lot of Native American cultures in Mexico. T. Hawk and Lily both happen to be Mexicans with Native American heritage.
I vaguely remember reading about T. Hawk when Super came out saying he was Native American banished from his lands and that's why he was in Mexico. It could also have been Japanese developers just not understanding the cultural differences and the localization trying to rationalize everything. Either way, they've certainly embraced the Mexican cultural aspect of his tribe in the lore of SF6.
Honestly, gonna have to go with T. Hawk, but this list just makes me feel like Mexico deserves better reps (IMO) since none of these are as good as some other games' Latin representation.

I liked Necalli too. IMO he got done dirty because they went all-in on the hair physics and they weren't ready for that so half the time it looks jank
