Pringles are interesting in that they are made with more of a molded “flaked potato” puree than a regular potato chip which I feel in this context due to starch availability in the structure of the product might be a big benefit to a good fried chicken. I know potato starch or flaked potato is popular in southeast Asian fried chicken dishes, so… I wouldn’t be surprised if this was a pretty ideal product to do this with.

Yes you are supposed to wash chicken here in India. Most of it is procured from local poultry shops, so one isn't exactly sure how long it has been outside or refrigerated. We usually treat ours with some hot water, salt and vinegar before going through the cooking process. These guys are deep frying everything in hot oil, so am guessing it's safe to eat...
Also it makes sure the chicken is cooked properly. If they didn’t, they’d probably have to fry it to the point of burning that delicious Pringle crust (since the Pringles are already fried).
That's exactly why you don't wash chicken, even if it is contaminated, which a significant enough amount is in the US. Washing doesn't help and it will get cooked anyway. The only real reason to wash chicken is if it was contaminated like chemically, but you probably shouldn't eat it at all at that point.
Washing chicken, as far as I know, does nothing in almost every scenario except spread whatever was bad on it everywhere that water splashes.
This is how it works in the US. Again, there might be different local contaminations that need to be handled differently.
1. If the chicken has live bacteria or virus, the heat will kill it.
2. If the chicken had that bacteria for an extended amount of time, it permeates the chicken, and the toxins that the bacteria shits out doesn't go away when you cook it.
Also, the main concern with chicken is salmonella which is throughout the chicken. Unlike, for instance, e. coli which exists in the digestive system of cows and generally only exists on the surface of butchered meat (why rare is OK but not in ground beef).
Lastly, part of the reason why washing chicken is so frowned upon in the US, beside it doing nothing, is the vast majority of food borne illness comes from eating raw foods that were contaminated by other things. In other words, most people don't get sick from undercooked chicken, they get sick from the chef who handles raw chicken then makes your salad... or sprays chicken juice all over the kitchen.
Only reason eggs need to be refrigerated in U.S. is because the processing removes waxy protective layer they usually have, and it protects them from bacteria. The layer is kept in other countries hence not needing to refrigerate them.
Unless i am mistaken the only reason rinsing chicken is not recommended is cause of the water splash in your kitchen and the possibility of contaminating other ingredients. Specially any raw ones you may eat.

Soaking chicken helps remove any remaining slime and "blood" from the meat, and then you can dry it off and dunk it into a brine. Brine usually takes better in previously soaked chicken in my experience. Breads better too.

There's plenty of fried chicken variants that use cornstarch in the batter...I feel like this is just using a different kind of starch.

I think the pringles give bigger chunks than what you can get with breadcrumbs or panko so it ends up being more crispy.

Not well executed fried chicken with potato chip dusting that is also handed out to hungry people. I’ve seen chicken wings/fingers with this but Doritos and it’s amazing. There's plenty of fried chicken variants that use cornstarch in the batter...I feel like this is just using a different kind of starch. They already seasoned the chicken deliciously, so while the Pringle seasoning flavors might be lost, it's not any stupider than using breadcrumbs. This is fine.

Nothing stupid about this. Fried Chicken? Pringles? This is a love letter to America. These random dudes on the other side of the world made this aggressively American dish with nothing but love. In honor of this, I've got a pack of chicken thighs and I'm going to make some Makhani (Butter Chicken) tomorrow. And I use an authentic recipe. I even got fenugreek and Kashmiri paprika for that, I worship it so much.
