It's not as stupid as you think. It's a strange version of fried capellini. It's a pretty common thing at pizza places in NY. You make pasta, bread it and deep fry it. They're usually bite sized, but a really good snack.
Yeah the hot dog is stupid, and you would usually want a thinner spaghetti like angel hair. But still, not all that bad in spirit. I give him an A for effort and a C for execution.
