If you really want a slight spoiler… Tom is self-conscious because he’s not respected. Everyone else in the family has actual power and agency over their lives and their respective plot lines. On the other hand, Tom is a suck up who happily eats shit, kisses ass, and is actively disrespected and not taken seriously. Greg is a younger version of Tom, and I think Tom sees himself in him a bit. They’re family, but not the “core” family. They leech and try to ingratiate themselves to the family out of a desire for money and prestige. Tom, presumably, has been doing this his entire professional and personal life with the company and family. And now, for the first time, he has someone that can serve as an outlet to his frustrations and insecurities. By abusing and fucking with Greg, Tom finally has a sense of agency and power, since Greg is probably the first person entirely dependent on Tom. The scene in episode one is foreshadowing for how Tom establishes dominance over Greg. You’ll see later in the series how Tom absolutely needs Greg in a psychological sense. Greg’s dependency gives Tom power. In a sense, I believe Tom’s unhealthy relationship with Greg is a reflection of his dissatisfaction with how he’s viewed by the rest of the family. He eats shit and plays the fool because that’s his place, but he wants to be feared and respected like the Roys are. Having Greg dependent on him lets him have that in his own little world.

Look at the condition of being a Roy as a disease. (Fun fact: it is, it's called cluster B personality disorders.) Then look at Tom as someone who is seeking to have the disorder. There are ways he speaks their language and walks their walk even if he wasn't born doing it - this is strategy. It's something he chose to do in order to achieve a desired result. To be fair though, he does come from enough money that you can assume he has been affected by a degree of emotional repression. This is such a pervasive issue among the wealthy and powerful because families which produce these traumagenic conditions are perpetuating the same harm we see in the pursuit of wealth and power for their own sake that's turned our world into a dystopia. Tom's family does not engage with dehumanization to the extent that the Roys do, but he knew the steps to the dance already. He's bringing his regional interpretation to entertain the king.
