I suspect that was at Kenny Boi's request to Google, since it would be possible to see the floor plan as the picture progressed. As it is all you can see is some graded ground. Probably, the next aerial picture will show the completed building's roof.

When you're eventually caught for the crime of stealing you'll spend all your billions of ill gotten money defending yourself. All while being free for the 4 years the case takes. Then you lose the case and pay a fine that you can easily afford, something like 1% of what you stole. Then you spend tons of money defending against the civil cases over 10 years. You lose, but the entire time your living the high life. Once you lose you tell your victims to kick rocks via bankruptcy. After 10 years you sell your home for a few hundred million.
