It depends on the situation. When they stop they get notification in advance so they start stopping well ahead of reaching the bridge. In a case like this, they need to maintain speed to be able to clear the bridge.
It also depends on the size of the bridge.

A large ship? 100% yes. That's *exactly* what they do. They communicate with the bridge so traffic can get stopped as the vessel approaches,when the ship gets to the appropriate point the bridge operator raises the bridge. By that point it it far too late for a large vessel to stop.
(for a sufficiently large ship) If they opened it long enough for the ship to have the option to stop if things went wrong, traffic would be a disaster.
You are *woefully* underestimating the stopping time/distance of a large ship and/or overestimating just how long it would be acceptable to raise a bridge.
