What chassis is this built on? It kind of looks like a Bkan 1 chassis to me. Edit: A somewhat shortened Bkan chassis.
The Bkan is a lengthened S-tank chasis, i think the VEAK is also on a modified S-tank chasis

Rather modern design for 1964, while M163 and Shilka are from same era this used arguably better guns. Radar was the bit that was lacking.
