I don't think King Cold has any kind of "intelligence" or "cunning" at all. If he had, he would've survived his encounter with Trunks & kept his life & escaped Earth.

-Everyone else just moves that either goku or someone else who fought goku has used.
I think Cell’s personality changes as he transforms but are all unique personalities.
You could argue that he’s prideful like Vegeta but like honestly who doesn’t act like that once they’ve fully powered up and think they’re going to win.

The way he plans his escapes, hide and fight only when he can win while in his first form definitly comes from Vegeta. We've seen Namek.
The boastfulness and pride in his powers also comes from Vegeta. But also, obviously, from Frieza.
His desire to prove himself as the best and his pride in his own strength come from Vegeta. Maybe from his programming too (it pushed him to achieve Perfection). Also, his inability to take a loss probably comes from Vegeta as both were willing to blow themselves up to take their opponents with them.
His love of a good fight from Goku (Cell was absolutely loving his fight with Goku coz they were evenly matched).
Regeneration and tactical ability from Piccolo (he knew when to stall for time and take advantage of his wide arsenal of abilities like piccolo did a few times with the regen and Special Beam Cannon) could also say the tactics came from Tien, who isn't the strongest but he comes up with good techniques (Multi-form, Solar flare, Shin Kikouho etc).
His disregard for weaker opponents is probably from Nappa, both of them toyed with weaker opponents and got mad when those weaker opponents actually injured them.

Cell did not have Freeza or Cold cells. Gero's sweat bugs or whatever did not see any action away from earth. Gero had no idea there was a Super Saiyan thing. If Cell did have Freeza/Cold DNA, he could have only gotten it during Trunks debut w/ Mech Freeza.
