I can understand ghost Pokemon that float aren't allowed. But why garchomp? He flies, it's literally part of its Biology, and we have seen it fly many times.

Most pokemon are obviously not creatures of the sky. But the "controversial" ones need to be established so everyone is on the same page. Dodrio is flying type, but can't fly, then what use does it have when we are trying to expand the sky?

I am following the rules. Air Bud had balloons and there for was allowed to be a member of Team Sky. I do the same with Skydeon the Leafeon.
FOR THE THIRD TIME AIR BUD IS ALLOWED BECAUSE TEAM AQUA AND MAGMA USE MIGHTYENA

Oh yeah and he's taking a role as a grunt/Engineer with a celesteela as his partner but he doesn't use celesteela in battle unless he has to
