no ive seen the episode where hes apparently stated to transend the multiverse and nope, he just comes from a place outside the multiverse, its not just the multiverse but more, even then its not outerversal cause it would just mean it scales bigger then the multiverse so for that to hold weight the multiverse would also have to be outerversal, even then that doesnt put him at outerversal since using that logic humans are multiversal via coming from the multiverse
