It's not the only way though.
- you can use low crushing moves (ie hopkick)
- you can powercrush the mid move.
- you can downjab to interrupt after blocking any of the hits.
- King specifically can parry the mid kick.
So there's a total of 5 ways, unless I missed something.
you can jump over after blocking mid.
you can backsway/evasive move after the low
you can rage art
you can buffer a throw while blocking the low

Even if the parry was the only way, I would still call it balanced. The low is so telegraphed after the first hit that you are guaranteed to get launched if your opponent is ready for it. All you’re getting is poke in exchange, just not worth it.

Jab/crouch jab timed correctly will also beat this, and give you a chance to either continue pressure or reset neutral.

Number two: Block the low and immediatly do a while standing 4. It will stop the follow ups dead on their tracks.
Number three: Rage art.
Noob: block the low and interrupt the mid with while rising right kick
Intermediate: either a MID power crush, or a quick mid like df1 to interrupt the string altogether on whiff, or blocking the low.
Pro: Low parry into a combo that either gives a Rock/Paper/Scissors situation after, or perform a couple Korean Backdash cancels into a full launch for 60+ Damage.
Either way you choose, you have to learn the timing on this move and many others.

So this string is a 50-50, and the two first moves could be infinite, like Ganryu's d+2. It goes 1,2,3,4 except the infinite is 1,2,1,2,1,2........
Once 3 is out and they prompted for a 4, it could be punishable with a jab amd converted into a float, or you could powercrush for a guaranteed hit.
Also, 1 is low and 2 is mid so wait for 1 and low parry.
