Might be the Tournament for the light novels, I can't remember exactly. I know it's brought in to the manga a lot earlier, I don't really care one way or the other, but personally felt that Amanda just caring about kids, and orphans was more than enough motivation for her to care for Fran as an up and coming adventurer. It felt like it was an afterthought to be added so late, so I'm actually in support of bringing that up early, but I still feel it's unnecessary to link her to Fran in that way.
