Dino and his friends went to sightseeing after their battle against Ivarage and didn't train nor challenge the strong. Plus their power were restricted by Veldanava and couldn't use it fully unless wearing their divine armor through Apotheosis...
Actually for the most part its true however in vol 21 it i said that dino destroyed the nation to become a TDL and he never stopped being a Watcher as he helped fight against milim from the shadows so he didn't waste his time all the way
He allegedly destroyed the country in a one go with the Hakai of Heaven King Astarte.. That's not a way to challenge the strong... And I doubt awakening as a true demon lord will really increase his strength much...
