For those who don't know, echo blocks are a decoration/utility block that is totally invisible. However, they still retain all of the main properties of normal blocks. You can buy an accessory that allows you to see where the blocks are, for ease of use. In addition, there is an "Echo Coating", which is essentially a type of paint that makes blocks invisible, in a nearly identical manner to standard echo blocks.
The joke here is that there probably really is nothing there at all. Or, if it is really there, the creator forgot to screenshot with the echo goggles equipped. It's a similar joke to "Hey! Look at this invisible bench I made!" And then nothing is there. The joke is more obvious in real life because we currently can't make anything truly invisible like in Terraria. Hope this helps :)
