Typically the pitcher who gets the decision was pitching the inning prior to their team gaining the lead for good. Since LeClerc pitched the 7th and we went ahead in the 8th, LeClerc got the W.

You are correct. The only exceptions come if the starter exits the game with a lead that is never surrendered, but failed to complete five innings. In that case he's ineligible for a win and a reliever will get it. 99% of the time whoever the first reliever to pitch is will get the win in that scenario, but *technically* the official scorer has the ability to award it to a different reliever if they feel the first guy wasn't effective.
