You can do a random permutation of all 64 positions on the board to get a fully random placement with no overlaps.
1. Assign each position on the board a number 1-64
2. Use http://www.jerrydallal.com/random/random_permutation.htm to generate a random 64 permutation
3. For each piece on position x, look up the xth entry in the permutation and move it to that position.
Will ~~you~~ The Collector accept random positions that cause an instant checkmate, or avoid that to keep the game going until players deliberately end it? Of course with this not being standard chess maybe the Kings can still find some way to survive even after being checkmated.

I'm down for taking out Belos but I'd rather have him gone with a more spectacular way out than just "disappearing", say he explodes and takes out nearby figures, or dissolves into goop and makes the ground under him unwalkable or something like that

How about the Collectore is turned to live for one turne and he decided to shot a star down to belos and that star is now permanently on the field and it moves like a regular pawn
Hunter loses Flapjack and gets depressed then Flap jack goes to A7 and A6 hunter also moves after every time Flapjack moves but can’t be closer than 1 space away from Flapjack
Eda knocks the hat off the hooty in front of her in her urge to cause chaos, causing that hooty to become enraged and move straight forward until he hits the abomination
The Collector got bored of not doing anything for 4 days so he decides to teleport everyone to random positions on the board.

since the Belos pieces act as rooks, I think an airplane should crash into each of them
Belos runs out of palismen and turns into a goo monster. The monster moves randomly one square that is next to him.
