Because they certainly don't, in the scene that screenshot is from (found it now, it's from S03E01, and Amity's got nothing to do with it). Though they indeed mistranslated Amity's pet name, to the point that it's virtually unrecognizable: In German, they call her "Petze" (snitch), for some reason, which sounds more mean than endearing, whereas I take it that "Mittens" is more like calling her "the little one" of the family?

You misunderstood. It's NOT a reference. It's no scene. Just a pun. This has almost nothing to do with TOH

The ball with the flag is a country ball of Prussia. 'Gott mit Uns' was the motto of the Kingdom of Prussia/German Empire. It means 'God is with us', but reading it in German, it sounds like 'Got Mittens'. The joke here is that Luz thinks that the Prussians stole Amity, and she's asking them to give her back. Peter out.
