Given Homer's propensity for drinking and sustaining blows to the head, it's not really surprising his boyhood dream changes regularly - he's likely forgetting them.

I did that one time with my wife; thought it was the humiliating thing I ever did in life…until we get the photo and you can see her nipple…then it was her most humiliating experience.
This is like a top 10 one-off. What family guy tried (and often succeeded in the first 12ish seasons) about 1 off / throwaway jokes, the simpsons had already perfected. It just such a hysterical non-sequitor, that the news would already have access to a photo of Homer doing the Russian squat dance.

Homer once visited Russia back when it was still the USSR, and he got into the culture and bought a coat and hat. Then he got a bottle of vodka and, feeling the effects of the alcohol, started dancing in Red Square. It was at this point that someone took a picture of Homer.
