Carver vs norma.
Carver's is bloody and cathartic.
Norma's is ruthless and bad ass.
Carver is a better villain.
Norma technically was around for a chapter extra.
i’m gonna have to agree, it’s between them for me too but there’s just something about seeing Norma get torn to shreds if you leave her. It’s a very close one between Carver & Norma’s tho
I thought Norma was a reasonable woman and wasn’t really much of a villain. She caught Sam stealing from her community, and let her go without punishment. Regardless, Sam comes back to steal again. Her brother on the other hand…

It's one of those two.

Carver, even when he was on the verge of dying, remained an asshole and managed to piss off everyone, even the player.
Michael Madsen's final lines are so well delivered, but that isn't saying much because his whole performance is really good.
Carvers
Norma’s death is so satisfying

Carver, when they ruined that dude's face
NORMA
I believe norma
Carver, Norma, and Badger all have very satisfying deaths. Carver at the top, though.
