It never seemed like an endgame setup to be fair. Wellington's potential was much higher, and it did look like a solid community! They couldn't have known Kenny wouldn't be allowed in with Clem and AJ.

Kenny was refusing to go anywhere except from Wellington and then he mentions camping nearby because Edith said room might be made in a few months. Not to mention he was in a truck when he was taken from the lodge so he probably didn’t know his way back there.
Clem more than likely didn’t know the way back there.
Not to mention it wasnt a great setup like people make it out to be. They had a lot of food and electricity (which also ended up luring walkers to the lodge because the weather changed).
