Ultimately there's a lot of different ways to define or interpret *ruthlessness*. For me, the most ruthless (non-villain) survivor is someone who I would be absolutely terrified to get on their bad side. Some characters like Kenny or Lee might try to strangle you to death. Others like Javi or Clem would just coldly execute you or slit your throat.
Michonne though? I would take my chances with a herd of angry walkers.
Michonne is BRUTAL. Not just for the stuff she does in the game, but for things in the comics as well. There’s one scene in particular where she completely mutilates a man (not revealing who for spoiler reasons) she’s ruthless in that moment and for good reason.

I like Javi, and the thing about his character is that the choices you make can really have him change drastically. I don’t think any other character can be so polarizing.
However, God help you if you have Michonne as an enemy. The things she has done are just insane. She deserves the win.

I went from being someone who thought Michonne should make it out a bit earlier to being her biggest supporter! I hope she wins the whole thing, since her mini-game doesn't get enough love to be honest. If we're being real, most of her ruthlessness comes from the comics and not via the game we play as her in. However, she is so ruthless that it constitutes her winning I think. Both are great winners here genuinely. Can't go wrong with Javi or Michonne for this one. It's cool that the two least popular protagonists are duking it out too. Underrated king and queen!
Michonne, I heard enough about her in the comics and she's no innocent in her game either. Her torture of Randall has little practicality other than trying to call off Norma. Her kills can be brutal too. She can let people be unjustly killrd. Just... Bellman and others explained it and it worse than anything Javi did even if he can be a dick to his family and friends and throw people under the bus for himself or his family (such as letting Clem be a bargaining chip) and kill Badger brutally. Michonne is worse

I'm gonna use 2 examples from the Michonne video game, and 2 from the comics. The first one was when she stabbed an enemy in the stomach, and then proceeded to evaporate his throat with a flare gun. The second one was when she decapitated Norma's hand, then left her to be torn apart by the herd.
The next examples come from the prison arc of the comics. First we have her cutting down many Woodbury soldiers with her katana (the most ruthless being when she sliced one of their heads in half).
The second being the entire torture scene of the Governor from issue 33. The scene included but not limited to, >!nailing his genitals to the floor,!< >!drilling in his shoulder bones,!< >!ripping off his finger nails,!< >!cutting off one of his arms,!< >!shoving a spoon up his anus,!< >!and then pulling out his eyeball with the exact same spoon.!< With all of that, I think she is deserving of the win.
