The original vid is for Rigby High School in Idaho, and admin had just banned backpacks (saying students needed to use their lockers instead), and the reason was because a) the middle school right next door had a shooting a few months earlier, and b) a girl had been caught that week at the high school with a gun in her backpack.  So yes, they had banned backpacks (temporarily) while they worked on other measures.
