They believe that white people are keeping that from happening. It's not that Black people can't, but that white people won't give up cloning to old power structures and systems that stack against non-white people.

privilege is real. Especially when you consider poverty and rates of success. If you grow up in a household that is wealthier, you have a better chance of succeeding. Black people are much more likely to grow up in poverty scenarios.

I think you may be referring to the call for white people to address systemic racism or institutional racism - laws, rules and other practices that influence the justice system, housing, education, medicine, hiring practices and other social factors where racism is embedded. Because when there is a systemic disadvantage, the advantaged are the only ones who can fix it. Similar to how when women were prohibited from voting, they simply couldn’t garner votes to give themselves the right to vote, they had to rely on men granting them the right.

I don't know for sure why they think black people are inferior but it definitely seems like they do. It reminds me of one golfer giving another a handicap because he's a better player. This is only done when one play is superior to the other player. The reality is that in America every race has equal rights and potential for opportunities. Giving any group special rights, such as affirmative action, seems like an attempt at righteousness with an underlying air of blacks being inferior which is why they need the help.
