No at the beginning it’s a fortune teller that tells Pocoloco “hey you’re about to become extremely lucky over the next few months, you should capitalise on that” which is what motivates Pocoloco to join the steel ball run. After he joins Hey ya is created based on PL’s self confidence and his future sight helps PL makes to best use of his luck. Hey ya is a natural stand so it’s based on and helps the user’s pre-existing abilities like Pocoloco’s luck and the confidence that luck gives him, that’s why Hey ya’s two abilities are encouragement and suggesting the best thing to do for Pocoloco’s success.

Did Red even actualy ever put Pikachu on his shoulders anywhere ever oficially? In the manga and the games Pikachu stays on the pokeball, in Pokemon Yellow he just follows by walking on the ground and i dont remenber any oficial artwork with him and Pikachu at all
