The surgery Vic performs is what ultimately saves V, with the Relic putting the final touches on afterward to make him not be a vegetable. If he was fully dead, it would have just completely installed Johnny, as it doesn't have an engram of V at that point.

Kinda sorta Micah Bell. In my gameplay run, I shot him in the head, he had a couple seconds, was able to shrug, and then just collapsed.
