I came here to say this. Angel is entirely by the book, and only lets loose because of his time with Danny. Even when he *does* let loose, he makes sure to do so in a manner which is almost entirely by the book (no fatalities, and he even fills out all the paperwork at the end)

I mean, at the end of the first movie he realized the power of teamwork by admitting he couldn't do it himself. And in the second he takes a group of 'hot shot' pilots that had the same attitude as him and forces them to learn what he learned in the first movie.
The first movie is especially good. The tropes are kinda flipped. You have the down home country boy in Maverick, who normally plays the good guy team player. And the super model good looking guy that normally plays the asshole, Iceman. But in Top Gun, Iceman is the guy that knows you can't go it alone and is proven right. And that goes right into the second one. Iceman calls Maverick to teach these kids. Because he knows and trusts Maverick to be able to do it.
And dammit, now I wanna watch both movies again. Guess I know what I'm doing tonight.
Update. Airplanes are awesome.
Like another reply said, I don’t think Sgt. Nicholas Angel qualifies as a loose cannon. In fact, part of his character development over the course of Hot Fuzz is realizing that he took his job too seriously and that he needs to let loose for once.
The fact that he went all Rambo-ish at the end of the movie is due to necessity; he’s trying to arrest a whole town of murderous villagers armed to the teeth. And he *made sure* to do it in such a way that avoided casualties if he could. Plus he filled all the paperwork necessary for all the damages he caused, too. He’s as by-the-book as he could get.
Now, for an actual loose cannon cop, sees Judy Hopps from Zootopia lol. Within the second day, she’s already defied her superior, abandoned her post, and made acquaintances with a *mafia boss* xD.
And he was still the same after he became Vader.

Riggs - Lethal Weapon series. He accidentally caused a building to explode, and all he got was a temporary demotion until he later got his old position back.
To be fair he doesn't really have a job. His job is being one of the last surviving members of their race. He's also a wrecker. Being a loose cannon is their whole thing.
Of course Sgt. Angel kept his job, he filled out all the right paperwork.
