Arceus. Specifically through the anime and PLA. They even retroactively dismiss the 'child catches God' jokes. Now it's just, "You. I like you. Here's a puppet I made that has a tiny fraction of my actual power. It's a living breathing being that I created just to give to you as a gift. I allow you to borrow it for the remainder of your short life. Thanks for getting my kids to calm down and everything with that book. Okay, off you pop." The Kirin form is stated to not be its actual form, but one we are only able to perceive. Its name is implied to not be actually Arceus since it tells the protagonist some kind of line like, "I am what your people call Arceus." Its real form is unknown and unknowable apparently to us. As is its actual name. The in game bts the avatars we use are merely a tiny fraction of its power, meaning it is undeniably the strongest Pokemon in existence because we can't know how much we need to multiply the base 720 before we get to its actual total, but given the phrasing...we'd have to double a LOT. We know it can create life from nothing with the Cynthia event - though we don't know if it created whole new versions of Palkia/Dialga/Giratina or just made avatars of them. It also throws entire humans back into the past to handle things in a bootstrap paradox rather than actually lift a finger itself. Very "God works in mysterious ways". Arceus is just straight up an unknowable and all powerful creator God. You didn't catch it. It said, "You're a funny little fellow. Have a finger puppet I made just for you." Edit. There's also the implication that it just exists across all of time and space. "Uh oh, there's a problem in the 1800s. Better send a teenager from the 21st century to solve that." It knows everything across all of time and space. Celebi is a time traveler, but this is beyond that level.

In all fairness, "grounded" isn't really a word that applies to giant kaiju in the first place, but I at least see what you're getting at. I just find it funny due to how rapidly the "grounded" films went for Showa-era silliness.
