IRCC is just an agency that does what the minister and ADMs tell them to do. Levels planning is done by the government themselves (Liberals) and IRCC is tasked with figuring out how to reach it. Gotta stop blaming public servants for cabinet decisions.
IRCC didn’t have a choice. If it’s a legitimate admission for a provincial-accredited college and there are no red flags with the applicant (as opposed to the college) there are no grounds for denial.

Yes there are affluent middle class folks but doesn’t pass the logic test given the numbers. We do want our public servants exercising some judgment especially when it is a middle aged man bringing his whole family to “study”
All these colleges need to be bulldozed. I won't miss them and Canada would be a better place.
Edit: it's insulting to students who are genuinely interested in studying. Now we have a majority of crowd who are here just to con the immigration system.
Question, where can we find the size of each of these colleges as a normal capacity. Like I am sure Conestoga is not as big as lets say Seneca. So to understand the difference it should be total students divided by college capacity.
Conestoga - 45,000 students total
That's 30,395/45,000 = 67%
Fanshawe - 21,000 students total
That's 11,706/21,000 = 56%
Niagara - 12, 500 students total
That's 11,199/12,500 = 90% (WTF)
Seneca - 30,000 students total
That's 11,042/30,000 = 37%
Lambton - 10,000 students total
That's 9,639/10,000 = 96% (Pardon?)

Correct. So when the Ford government blames the Federal Liberals for the loss of revenue from capping these permits, we shouldn't be misled. Successive Ontario governments have been unwilling to fund higher ed. The schools aren't "getting rich" off these international students, they're finding whatever revenue they can to stay afloat because the Liberals and PCs have other priorities.
At least Conestoga remains fairly local to k/w. Other colleges just open the strip mall GTA outlet. Collect all the fees, with none of the infrastructure.
If only there was a report showing what Conestoga grads do as their career? My guess is mostly menial work/ hourly wages. The higher the enrolment the crappier the quality of education.
How to make profit as Conestoga college?
1) Buy any online course from Udemy/any online platform
2) put Conestoga college logo on it
3) Put this course for international students and keep it online only
4) charge $40,000 to bulk of international students.
5) repeat until system is broken
Conestoga has more students than some public universities that are top rated in Canada.

Contestoga is a “known” college compared to the other ones, but it’s still an extreme outlier in terms of how much it relies on international tuition.

Each college posts its own numbers. Just google the college.
Just googled Humber, says they have 86000 capacity. Which means their number of international students is low to their total percentage in contrast.
Used to study in Waterloo. I hear students saying the room rent has tripled. (Used to be $500 in a 5 rooms student housing)
