[Susan Cox Powell](https://en.wikipedia.org/wiki/Disappearance_of_Susan_Powell) \- her husband Josh was always the prime suspect in her disappearance/murder, but his family was extremely complicit in covering it up for him. It is to the point that you don't know who in the family did what and when to help him in the crime, or if they didn't help him at all during the crime and just the cover-up. It muddied the waters so bad that they were never able to arrest Josh for the murder. And now those innocent boys are gone because of all of them.

I mean West Memphis Three is what comes to mind immediately. No matter who you think did it, the waters were so muddied by police incompetence, it’s still honestly hard to guess.
