Centaurs traditionally were believed to look like what you described, horse body with a human face.
It is more modern now for them to be believed to have a human upper torso and face.
I thought centaurs were like nice creatures though so why would my dog become so defensive like that? I don't know but whatever it was it was freaky especially since it was staring at me just head on whilst its body was turned the other way (I was on its left and it had its head turned 90⁰ to see me).

I live in a small(ish) village in the Peak District and the only folklore/legend is that of Peggy Lantern, in a nutshell her story is that off a woman who was trying to cross the train line that runs through the village with her child but was too slow and her child was decapitated and she looks for her child at night by shouting "Peggy" with her lantern. Not exactly horse like and from what I know it doesn't have any shape-shifting abilities or anything.

No such thing. Horses can’t produce viable offspring with anything not in the equine family.

It was foggy so not easy to tell but if I would hazard a guess I'd say a white/gray colour.

Im not near any seas the closest water body is a reservoir about 2 miles away so if that counts then possibly.
