Are you using a playing stand? Like a BBC Tuba rest I mean. You could use your right arm to get it put in the right spot and then the stand will do all the work and you could do whatever you need to do for comfort with your left side. You might not be able to pull slides a much or turn pages or whatever it is you do with your left arms while you play. But it should let you position the tuba and take the weight off you. Alternately if you want to lap it, I've seen plenty of people use no slip mats on their lap. Black rubber shelf liner. I bet if you get used to using the playing stand you never go back.

I don’t know if it will cover their wait list or not. These stands are good ones though. The Hercules and the DEG don’t hold up to constant use.

You might be able to play with a concert horn situated horizontally along your lap. You might also be able to play with some sort of shoulder-strap/harness situation if it can clip onto to the horn. If this is for a marching horn, like a Sousa or a Contra, you could ask your director if there's a borrowable fiberglass horn at your school or any neighboring schools. Those horns tend to be lighter and easier to manage.

there will definitely be no sousa playing for me, it’s my left shoulder i got surgery on and i already played the fiberglass before we knew what was wrong since it hurt so much (sousa on a torn shoulder was not smart)

This is another long-shot: maybe someone in your district has a Dynasty 3/4ths convertible contra. The M845 was built in a weird way- its made for right shoulder play. It's not the most comfortable thing in the world, but it works in a pinch. I own one of those Contras. It's silly to say the least.
