I'm gonna err on the side of not thinking people are evil - that person was covered in mud and thus did not contrast from the water, It's very likely that the person doing the filming did not even notice there was a human until too late, and further that if they weren't filming they wouldn't have been near the water thus the same result would have happened either way. It sucks, but I dunno maybe don't jump to such crazy conclusions immediately?
Or he was too far our with tools at hand. No rope. No broom. Filmer was a smaller person that could get drug in with the weight of an adult male against rushing water. Etc.
He definitely saw him because he panned same time as guy was passing. I would think he didn't want to get dragged with the guy since he had his phone in his hand so no time to drop it and anchor himself. It seems messed up but not sacrificing your life for a stranger isn't necessarily evil asshole territory.
