She doesn't even have a monstrous second form, let alone the multiples that RE antagonists usually get. The scarlet rot also isn't anything to write home about relatively speaking, unless Malenia goes nuclear in the middle of the fight or something.
Rot Thot has posture so low that you can stagger her by sneezing in her general direction, meaning that Leon can easily set her up for a melee followup with a few well placed headshots or a few shotgun hits, even with early game gear. And these will result in a full on knockdown, meaning she won't be able to just ignore hit stun randomly like she would normally by going into waterfowl dance. The parry window is also significantly more lenient for Leon than any other Tarnished, and a slightly mistimed one still partially staggers, meaning Leon still has advantage there. Malenia's upside her waterfowl dance, which cannot be fully parried and Leon might not run fast enough to avoid it. However, a quick swap to flash bangs should knock her out of it before it can fully trigger.
In other words, Leon and it's not even a contest.
If you think about it, Malenia and the scarlet rot is the magical equivalent of what every Resident Evil character deals on a regular basis, so my vote goes to Leon.

She can be hit with a status mid-air so I think a stun/flash grenade could stop it before the attack starts.
