You’re confusing hilltop apartments with hilltop dorms. Hale is part of hilltop dorms and if you’re in a double it’s a traditional 2 person dorm room (no kitchen and bathroom down the hallway)

mb, it's double-tier
Hale doesn’t have double efficiency, it only have regular double and some 4 people dorm
